fix(panels): 图标库和调色板默认收起

- 调色板展开状态不再从 saved state 恢复，默认始终收起
- 调色板 body 初始可见性设为 GONE，避免创建时显示
- 移除切换到 ShortX 图标模式时自动展开图标库的逻辑
- 保留展开/收起按钮，用户手动点击才展开
